1. A scientific article should contain:
– a statement of the scientific problems of research (reveals the relevance of the study in general and its connection with important scientific and practical tasks);
– an analysis of recognized and modern studies (publications) that have addressed aspects of this problem and on which the author bases himself. Highlighting previously unresolved parts of a common problem;
– formation of research objectives (task statement);
– presentation of the main publication material with full justification of the scientific results obtained;
– conclusions of the study and prospects for further research in this area;
– list of sources.
2. The article should be written in good Russian with a clear and consistent style of presentation.
3. Articles are accepted for review by e-mail: vestnik@niiat.ru.
4. The file name must include the last name of the first author. For example: Yustratov.docx.
5. The design elements of the articles are:
– Universal Decimal Classification Index (UDC);
– Digital Object Identifier – DOI;
– the title of the article;
– information about the author(s);
– abstract (CV); – keywords (phrases);
– thanks;
– copyright protection mark;
– a list of non-textual bibliographic references;
– information about the continuation or end of the article;
– application(s);
– Notes;
– date of receipt of the manuscript by the editorial board, date of approval after review, date of acceptance of the article for publication.
6. Additional information may be provided:
– information about the contribution of each author, if the article has several authors;
– an indication of the absence or presence of a conflict of interest and the details of such a conflict, if any.
7. The main text of the article should consist of the following parts:
– Introduction;
– the text of the article (with the sections “Materials and methods”, “Results”, “Discussion”, etc.);
– conclusion.
It is allowed to divide the main text of the article into thematic headings and subheadings.
8. A scientific article must have a volume of at least 20,000 characters with spaces, A4 pages, book orientation, Times New Roman font, black color, font size — 11; line spacing — 1.1 multiplier, margins 2 cm on all sides. Links should be placed in square brackets throughout the text. Example [1, p.5]. Page numbering is not specified.
9. Figures (no more than 8), formulas (no more than 15), and tables are allowed only if it is impossible to describe the process in text form. The drawings should be clear, in black and white. The text in the drawings should be readable. Formulas are typed in the formula editor (Microsoft Equation, Mattype). It is not allowed to insert formulas in the form of images.
10. The UDC index is placed at the beginning of the article on a separate line on the left.
11. The DOI of the article is given in accordance with GOST R ISO 26324 and is placed after the UDC index in a separate line on the left. There is no dot at the end of the DOI.
12. When publishing an article in parts in several issues, the parts should be numbered, and all parts should have a common title of the article. If the parts have, in addition to the general, a particular title, then it is given after the designation and number of the part.

13. The title of the article in capital letters (font – Arial, 12) (Russian and English).
14. Information about the author(s) (in Russian and English) contains:
– full name, patronymic, surname of the author(s);
– position, name of the organization, its division where the author(s) works or studies (without designation of the organizational and legal form of the legal entity: FGBUN, FGBOU HE, PAO, JSC, etc.);
– address of the organization (institution), its division where the author works or studies (city and country);
– the electronic address of the author (e-mail);
– the open identifier of the scientist (Open Researcher and Contributor ID – ORCID) (if available).
The address of the organization (institution) where the author works or studies can be indicated in full.
The author’s email address is given without the word “e-mail”, and no dot is placed after the email address.
In the case when the author works (studies) in several organizations (institutions), information about each place of work (study) is indicated after the author’s name on different lines and linked to the name using superscript numbers.

15. Additional information about the author(s) may include:
– academic titles;
– academic degrees.
16. Abstract (font – Arial, 10) (in Russian and English). The annotation is formed according to GOST R 7.0.99. The abstract should not exceed 250 words.
17. Keywords (phrases) (“Keywords:”) (font – Arial, 10) (in Russian and English) should correspond to the topic of the article and reflect its subject, terminological area. The number of keywords (phrases) should not be less than 3 and more than 15 words (phrases). They are given, preceded by the words “Keywords:” (“Keywords:”), and separated from each other by commas. There is no period after the keywords.
18. The main text of the article. The introduction formulates the relevance of the research, the significance of the scientific facts studied in theory and practice. In the text of the article it is necessary to provide the research methodology, to present the experimental part, analysis, generalization and explanation of own data or comparison of theories, etc. If the article is of a theoretical nature, give the main points, thoughts that will be further analyzed. It is allowed to divide the main text of the article into thematic headings and subheadings.
19. Conclusion or conclusions. This section summarizes the results of the presented scientific research. The conclusions should logically correspond to the tasks set at the beginning of the article.
20. List of sources (in Russian and English) – at least 10 sources, but not more than 20 sources, the use of foreign sources is recommended. The list of sources is given in Russian, then in English, as provided by GOST R 7.0.7-2021.
The list of non-text bibliographic references includes entries only to resources that are mentioned or cited in the main text of the article.
The bibliographic record for the list of non-textual bibliographic references is made according to GOST R 7.0.5.
Bibliographic entries in the list of non-textual bibliographic references are numbered and arranged in the order of citation of sources in the text of the article.
Additionally, they provide a list of non-textual bibliographic references in Latin (“References”).
21. Information about the continuation or end of the article is indicated when it is published in parts in several issues of the publication at the end of each part, except for the last one, in the form: “The continuation (ending) follows.”
22. Information about the date of receipt of the manuscript by the editorial board, the date of approval after review, and the date of acceptance of the article for publication is provided at the end of the article after all other information.

23. A bibliographic entry for an article in English for further citation is compiled according to the chosen style of formatting the list of non-textual bibliographic references and is given after the keywords (phrases) in English, preceded by the words “For citation:”.

1. The manuscripts corresponding to the subject of the journal, reflecting the results of original research, not previously published in other printed publications, are accepted for consideration. The content of the manuscript should have a certain scientific novelty and be of interest to a wide range of readers of a scientific journal. The editors reserve the right to check the submitted material for borrowing text from other sources.
2. Published materials, as well as manuscripts under consideration in other publications, are not accepted for publication.
3. The received article is reviewed by the editorial board for compliance with the subject of the journal and compliance with the requirements for the design of the article.
4. The originality of the text must be at least 70%. To check an article for plagiarism, you can use an electronic resource. http://www.antiplagiat.ru. The author of the article is obliged to provide a verification report.
5. The editorial Board reviews all materials submitted to the editorial board that correspond to its subject matter in order to determine the appropriateness of publication in the journal. All reviewers are recognized experts on the subject of peer-reviewed materials and have published on the subject of the reviewed article over the past 3 years. The reviews are kept in the publishing house and in the editorial office of the publication for 5 years.
6. The review of the manuscripts of scientific articles is carried out to maintain a high scientific and theoretical level of publication and in order to select the most valuable and relevant (promising) scientific papers.
7. The principle of peer review is a two–way “blind” review by members of the editorial board and anonymous reviewers:
– personal data of the author/authors are not disclosed to the reviewer;
– the reviewer’s personal data is not disclosed to the author/authors.
The anonymity of the author makes it possible to avoid bias on the part of the reviewer. Articles are reviewed on the basis of their content, not on the basis of the author’s reputation.
The terms of the review are determined on a case-by-case basis, taking into account the creation of conditions for the most expeditious publication of the article.
8. When evaluating an article, the reviewer should:
– remember that the editor expects him to have knowledge of the subject area, an honest and fair assessment of the strengths and weaknesses of the work and the manuscript.;
– write an objective and constructive review that can help authors improve their manuscript.
9. The reviewer submits the review, at his discretion, in any form, or according to the form proposed by the editorial board. The text of the review is submitted to the editorial board in a typewritten version with a personal signature, or in electronic form from the reviewer’s mailing address. The review is compiled with mandatory coverage of the following provisions:
– the relevance of the submitted article. This section includes a brief justification of the conditions that necessitated the formulation and solution of the problem;
– the scientific novelty of the research area considered in the article. A brief description of the new scientific result obtained by the author (what is proved, obtained, established, determined, proposed by him, etc.);
– the importance of setting a problem (task) or the results obtained for the further development of theory and practice in the field of knowledge under consideration. This section should show what exactly is being developed in the field of knowledge under study and how it can be applied and implemented in practice.;
– adequacy and modernity of research methods and statistical processing of materials;
– sufficiency of the research material;
– the correctness of the discussion of the results obtained;
– compliance of the conclusions with the purpose and objectives of the study;
– the quality of the study of literary sources (references);
– the permissible volume of the manuscript as a whole and its individual elements (text, tables, illustrative material, bibliographic references);
– the expediency of placing tables and illustrative material in the article and their correspondence to the topic being presented;
– the quality of the article design: style, terminology, wording;
– the final part of the review should contain reasonable conclusions about the manuscript as a whole and a clear recommendation on the expediency of its publication in the journal. If the manuscript does not meet one or more criteria, the reviewer indicates in the review that the article needs to be finalized and makes recommendations to the author to improve the manuscript. (with an indication of inaccuracies and errors made by the author).
10. Based on the results of the review, the article may be:
a) Accepted for publication.
b) Sent for revision. An article accepted for publication but in need of revision is sent to the authors with the reviewer’s comments.
The authors must make all necessary corrections to the final version of the manuscript and return to the editorial board the corrected text, as well as its identical electronic version, along with the original version and a cover letter to the reviewer. After revision, the article is re-reviewed, and the editorial board decides on the possibility of publication. Articles sent to the authors for correction must be returned to the editorial board no later than 7 calendar days after receipt. Returning an article at a later date may change the publication date.
c) Rejected.
In case of refusal to publish the article, the responsible editor sends the author a reasoned refusal within 10 days.
The following articles are not allowed for publication:
– articles that are not designed in accordance with the requirements of the editorial board of the journal, the authors of which refuse to finalize the articles.;
– articles whose authors do not comply with the constructive comments of the reviewer or do not refute them in a reasoned manner.
11. The Editorial Board of the journal undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon request.
12. The review is signed by a specialist with a transcript of the surname, first name and patronymic, date, academic degree, academic title, position held by the reviewer, information about the institution (name with indication of departmental affiliation, address with postal code, telephone number with area code, e-mail).
13. The editorial board of the journal does not keep manuscripts that have not been accepted for publication. The manuscripts accepted for publication are not returned. Manuscripts that receive a negative result from the reviewer are not published and are also not returned to the author.
14. Articles and article reviews are discussed at an editorial board meeting held one month before the publication of the journal. Based on this discussion, the next issue of the journal is being completed. The editorial board of the journal may recommend to the editor-in-chief to send the manuscript for additional review if the members of the editorial board have doubts about the expediency of its publication or if there is a negative review of the article. The final decision on the acceptance of the author’s article and its placement in one of the issues of the journal is made by the editor-in-chief of the journal.
15. If an article is recommended for publication, it undergoes editorial training – technical and literary (if necessary) editing, proofreading. The Editorial Board reserves the right to shorten accepted manuscripts without changing their meaning. The final version of the article prepared for publication is coordinated with the author(s).
16. Protection of personal data. The editorial board of the journal guarantees the use of personal data provided by the authors solely for the purpose of formatting the article and contacting the author. The author’s personal data will not be shared with third parties.
17. The specialist involved in the review process should adhere to the principle of confidentiality – the manuscripts received by the reviewer for review should be treated as confidential documents. Violation of the confidentiality principle is possible only in the case of a reviewer’s statement about the facts of textual or ideological plagiarism, unreliability or falsification of the materials presented in the article. The editorial board does not disclose information about the reviewer.
18. The article review period is up to 6 months.
1. The author is personally responsible for the accuracy, completeness and reliability of all information, facts, and data provided in the article and for the quality of the translation of the data into English.
2. The authors are not charged for the publication of articles.
3. Working languages: Russian and English. Peer-reviewed articles are published in the author’s editorial office. The authors of the articles are responsible for the published information. When quoting, a reference to the journal and the authors of the articles is required. Reprinting of articles is allowed with the written consent of the editorial board.
4. Open access. All published articles are provided with open access in the Scientific Bulletin section of the official website of JSC NIIAT (https://www.niiat.ru /) and on the official website of the Scientific Electronic Library eLIBRARY.RU (http://elibrary.ru /) immediately after the publication of their printed version.
