The meeting of the Joint Russian-Polish Commission on Cooperation in the Field of International Automobile Communication was held in Moscow on September 17-18.


The Russian delegation was led by the General Director of the Federal State Institution “Rosavtotrans” Alexei Dvoinykh, the Polish one was headed by the Director of the Department of Road Transport of the Ministry of Infrastructure Bogdan Oleksyak.
The parties discussed the state of intra-trade and international road transport between the two countries in 2018 and for the past period of 2019, they also noted the need for their further development.
Transportation to Western Europe is traditionally an important destination for the Russians. The main cargo flow is transit through Poland. According to Russian customs statistics the volume of carriage of goods by road between the two countries for 8 months of 2019 year compared to the same period last year increased by 7%, while import traffic remained at the level of the same period last year, and export - increased by 18 %.
The Russian delegation confirmed the interest of Russian carriers in increasing the number of Polish permits, primarily for transit through the Poland.
The meeting participants agreed on a preliminary contingent of permits for the carriage of goods for 2020 at the level of 2019, that is 210 thousand permits for each side.
The indicated number of permits will be transferred by the parties until December 16 of the current year. In addition, it was agreed to hold negotiations in the first ten days of November 2019 regarding the possibility of an additional exchange of 2019 permits.
It was decided to exchange listings of problematic questions arising with carriers before September 30, 2019, the answers to which should be provided within a month after receiving this information.
Delegations confirmed that they would strive to remove barriers to international transport and possible unlawful actions by individual employees of supervisory bodies.
The Polish side, in turn, invited its Russian colleagues to Poland for the next meeting of the Joint Russian-Polish Commission on Cooperation in the Field of International Road Transport.
