RESOLUTION

The Conference was held as part of the XVIII Annual Strategic Planning Leaders Forum Of The Regions And Cities Of Russia and the Federal program “Improving road safety in 2013–2020”.

The conference was attended by leading Russian and foreign experts in the field of automobile and urban passenger transport, representatives of the executive bodies of state power of the Russian Federation and local governments.


The Head of traffic management Department of The Ministry of Transport of the Russian Federation Osipovskiy Dmitriy addressed the conference participants with the welcoming speech from the Deputy Minister of Transport of the Russian Federation Alexei Semenov. He noted that the main objective of such events held by the Ministry of Transport of Russia since 2014 is to improve urban transport systems in order to ensure mobility of the urban population, preserve the ecology and healthy environment, improve the quality of life by optimizing transport policy and introducing innovative technical and technological solutions. Now accessibility is the main aim of transport systems that create conditions for movement with the help of “open” design and planning. An important role in ensuring this accessibility is given to the effective interconnection of transport and urban planning, result orientation, the formation of strategies in the format of a “city for people” and tools for their implementation.

At the grand opening also performed Deputy Chairman of the transport Committee of the Government of St. Petersburg Molodec Valeriy, Secretary General of the ICSER Leontief Centre Belova Elena, The General Director of the Scientific and Research Institute of Motor Transport (NIIAT) Alexey Vasilkov.

The session was moderated by the The “Scientific and Research Institute of Motor Transport” Research Supervisor, Deputy Chairman of THE PEP Bureau Vadim Donchenko and The Head of the Department of Transport Systems, St. Petersburg State University of Architecture and Civil Engineering, President of the Association of Transport Engineers (Russia) Alexander Solodky.




After the grand opening of the Conference thewe was held the announcement of the Contest results of the Contest of Scientific Works of Young Scientists in the Field of Organization and Safety of Road Traffic " Young Cadres-Motor Transport Science»:

1st place – Olga Pavlova, Federal State Budgetary Educational Establishment of Higher Education “Irkutsk National Research Technical University”, topic: “Road safety assessment based on transport modeling using accident prediction models”;

2nd place – Kristina Levshina, Federal State Budgetary Educational Establishment of Higher Education "Orel State University named after I.S. Turgenev”, topic: “European experience of using oculography in the study of transport processes”;

3rd place - Anna Kucherova, Kazan State University of Architecture and Civil Engineering, topic: “Determining the priority of restoration of the technical condition of the road according to the degree of risk of traffic accidents”.


Minister of Transport of Latvia Linkaits Talis spoke about new urban mobility, The Head of the Department for International and Interregional cooperation of the Committee for Economic Development and Investment Policy of the Pskov Region. Natalia Goleva and The Head of Internet Projects and Marketing Communications, ICSER Leontief Centre, Green Mobility Initiative Coordinator Iakimenko Olga spoke about Quality and Safety of Urban Transport Systems as Part of the Strategy of Sustainable Development of the City of Pskov, The Head of PPP and External Relations of the "Directorate for Development of St. Petersburg and Leningrad Region Transport System" Olga Potiforova reported on adaptation of new approaches to develop cycling and cycling routes between Russia and Finland to improve safety, mobility and environment, and to promote social development, The Head of the Research Department of Complex Transport Projects of NIIAT Tatyana Mikheeva shared her experience on Integration of «On-Demand» Transportation into Urban Public Transport Systems. The presentations at the conference were also made by The Sustainable Solutions Divisional Director «A+C Transproekt» Grigori Parfjonov, The Deputy Head of the Institution – Head of the Situation Center of the State Institution of Moscow – Traffic Management Centre of the Moscow Government (Russia) Alexander Evsin, the Technical Director of Irkutsk National Research Technical University’s NI Transport Laboratory Alexey Levashev, The Director, Senior Mobility Consultant, Project Manager of Loendersloot Groep Ruben Loendersloot and the others.
